Joanna Lee-Mills is a visionary change-maker with a gift for transforming legal expertise into real-world housing solutions. As CEO of ENZO, she’s pioneering a revolution in affordable housing delivery through circular innovation – creating not just homes, but entire ecosystems where communities can flourish for generations.

Born and raised in Wolverhampton, Joanna’s Midlands roots run deep and fuel her unwavering commitment to regional transformation and social equality. Her personal understanding of the region’s challenges has shaped her mission to create pathways of opportunity for those from disadvantaged communities. After earning her law degree from Queen Mary College, University of London, she returned home with a clear purpose: to use her legal talents to tackle the housing crisis head-on and promote genuine social mobility through access to quality, affordable housing.

More about Joanna

Over two decades, Joanna has championed diversity and inclusion throughout her distinguished legal career. From prestigious city centre firms – Eversheds and Anthony Collins – to her most recent role as Partner and Head of Social Housing Development at national law firm Shakespeare Martineau, she has consistently demonstrated that social conscience and commercial success can thrive together.

Leading and managing legal teams that have advised on housing development transactions worth over £700 million annually. She has simultaneously played a key role in developing mentorship programmes for young people from underrepresented backgrounds, opening doors to legal and other careers for those traditionally excluded from white collar professions.

Her commitment to social impact extends well beyond the boardroom through her strategic positions:

  • Non-Executive Director at Auxesia Homes, a for-profit registered provider
  • Housing and Communities Board Member at The Centre for the New Midlands
  • Housing Board Member at The Race Equality Taskforce, West Midlands Combined Authority
  • Non-Executive Director at Colmore Business Improvement District

In these roles, Joanna has proactively shaped policies that create more inclusive, sustainable communities, advocating tirelessly for those whose voices often go unheard in housing and development decisions.
